Hi, i run some Urban Terror servers in windows. Even if i use a secure rcon password users have acces to change settings. I dnt know if they get full acces. Theyve been able to change server name and close the server.
Is there a known fix to this bug?

if you disable voting and downloads you are safe versus the majority of problems.
otherwise you can try my fixes (although I suggest ever the disabling option as first choice):
