Does STEAMPWD decrypt stored passwords from other PCs? I googled around for a bit, but I can't seem to find the answer
If not, how do programs like Universal 1337 work, whereby they rip the steam username+pass and send it to you?
Sorry, I do not know the first thing about coding, don't mean to offend or to shower the forum in my ignorance :)

no, because the password is encrypted using a key/password generated by some unique and less-unique fields of the register.
the only security risk seems to exist for Vista where due to some factors the password in some occasions is the default one.

I don't know what is that program you mentioned and what is its purpose (I guess malicious)
