what i want is
sudppipe.exe should connect to ems03.your-freedom.de at port 53 i.e udp port
and then sudppipe.exe should create tunnel of 127.0.0.1 at port 81 both http and https protocols so that i can use that 127.0.0.1:81 to my firefox,opera etc etc
so what should i write at cmd?

sudppipe can't tunnel udp in tcp or viceversa.
if you use only tcp connections you can use stcppipe (or proxymini?) but it's not clear what you want to do for helping more.

from what I have understood you want a situation like the following:
firefox -> 127.0.0.1:81 -> ems03.your-freedom.de:53
(uhmmm enough senseless)

so you must simply run: stcppipe ems03.your-freedom.de 53 81
